Avrupa Birliği’nde İstihdam Odaklı Asgari Gelir Desteği ve Türkiye’nin Uyumu

Abstract

Günümüzde ekonomik sistemin fonksiyonları ve ekonomik güçlerle toplum arasındaki ilişkilerde büyük bir dönüşüm süregelmektedir. Küreselleşme ve neoliberal politikalar, teknolojideki gelişmeler, çalışma hayatındaki değişim, istihdam yaratmayan ekonomik büyüme ve daha birçok sebeple eşitsizlikler ve güvencesizlikler artmıştır. Tüm bu gelişmelerin sonucu olarak ortaya çıkan yoksulluk ve sosyal dışlanma sorunları ile etkin bir biçimde mücadele edebilmek için ekonomideki dinamizmi kırmadan güvencesizlikleri azaltacak sosyal koruma ve yeniden dağıtım sistemlerinin inşasına ihtiyaç duyulmaktadır. Bu çerçevede “toplumda geliri belli bir eşiğin altında kalan herkese devlet tarafından düzenli olarak yapılan nakit transferleri” olarak tanımlanan ve sosyal koruma sistemi içerisinde bir son çare uygulaması olarak yer alan asgari gelir desteğinin çözüm olması ümit edilmektedir. Diğer taraftan küreselleşme ve uluslararası rekabet nedeniyle gücü daha da zayıflamış olan ulus devletler sosyal yardım alanında ödenek ayırmakta zorlanmakta ve asgari gelir desteğini uzun vadede sürdürmek güçleşmektedir. Bu sebeple özellikle 2000’li yılların başından itibaren Avrupa Birliği ülkelerinde aktivasyon (sosyal yardım faydalanıcılarının iş bulma ve istihdam edilebilirliklerini arttırmaya yönelik faaliyetler) konularına ağırlık verilmeye başlanmıştır. Bu çalışmada AB ülkelerindeki istihdam odaklı asgari gelir desteği programlarının Türkiye için uygulanabilirliği tartışılmaktadır. Nowadays there is a big transformation in relations between the functions of economic system and the economic powers with the society. Globalisation and neoliberal policies, the technological developments, the changes in work life, the growth without the creating employment end with many other reasons inequalities and insecurities have been increased. There is a need to construct the social protection and redistrubition systems to combat in an effective way with poverty and social exclusion which ocur as the results of all these developments, without breaking the dynamism in economics. In this context the minimum income support which is described as “ the cash transfers by government to all in the society who has less income than a certain threshold” and a last resort application in social protection system has been expected to be a solution. On the other hand the nation states whose power has been lessened due to the globalisation and the international competition has had difficulties to allocate allowances in social assistance area and it has become more difficult to continue minimum income support in the long term. For this reason especially since the begining of 2000’s the European Union Countries have began to focus on activation (the activities which helps to increase the employability and placement for the beneficiaries of social assistance) issues. By this study it has been discussed the practicability of employment focused minimum income support in European Union Countries for Turkey.
