İZMİR İKTİSAT KONGRESİ’NİN TÜRK DIŞ POLİTİKASININ İNŞASINDAKİ ROLÜ

Abstract

Amaç:TürkiyeCumhuriyeti’nin kuruluş süreci açısından oldukça kritik bir öneme sahip olan“İzmir İktisat Kongresi”ni yalnızca bir iktisadi kongre olarak değil, kurucuiradenin iktisadi politikalarının yanı sıra özellikle de dış siyasal gelişmelerbağlamında incelemek ve bu kongreyi farklı bir açıdan değerlendirmekamaçlanmaktadır. Yöntem:İzmirİktisat Kongresi, öncesi ve sonrasıyla bit bütün olarak daha geniş bir tarihselperspektifte incelenmiştir. Bu inceleme yapılırken birincil el kaynaklardoğrudan referans alınarak söylem analizi yapılmıştır. Birincil kaynaklar üzerinden yapılan söylemanalizi, yorumsamacı yöntemle daha geniş bir perspektif içinde incelenmiştir. Bulgular:İzmirİktisat Kongresi’nin yalnızca bir iktisat kongresi olmadığı ve kurucu iradeninaldığı iktisadi kararların devletin siyasal örgütlenmesi açısından daha kritikbir öneme sahip olduğu bulunmuştur. Bunun yanı sıra kuruluş sürecinde olanTürkiye Cumhuriyeti’nin dış politika ilkelerinin şekillenmesinde İzmir İktisatKongresi’nin dış politikadaki rolü ortaya çıkmıştır.

Objective: It isaimed to examine Izmir Economic Congress which has a crucial prescription interms of the establishment process of Republic of Turkey, not only as aneconomic congress but also in the context of foreign political developments aswell as the economic policies of founder's will and to evaluate this congressfrom a different point of view.Methodolgy: IzmirEconomic Congress was examined in a wider historical perspective as a wholebefore and after the congress. In this study discourse analysis was done by referringdirectly to the primary sources. The discourse analysis on primary sources hasbeen examined in a wider perspective with an interpretive method.Findings: It hasbeen found that Izmir Economic Congress is not only an economic congress andthat the economic decisions taken by the founder have a more criticalprescription for the political organization of the state. In addition, the roleof Izmir Economic Congress in foreign policy has emerged in the shaping offoreign policy principles of Republic of Turkey which is in the process of establishment.
