TARIMSAL KALKINMADA OLAĞANÜSTÜ/OLAĞANDIŞI BİR YOL OLARAK REKİZİSYON (İSTİMVAL) UYGULAMASI

Abstract

Bilgitoplumuna ulaşmanın en temel noktalarından biri tarımsal kalkınmayıgerçekleştirebilmektir. Bunun sebebi de sanayi toplumuna ulaşmanın tarımsalkalkınmanın sağlanması ile mümkün olabilmesidir. Sanayi toplumunun bulunduğuülkeler ise bilgi toplumuna daha kolay ulaşabilmektedir. Bir başka deyişletarımsal kalkınmanın olmadığı ülkeler sanayi toplumunun gereklerini yerinegetirse bile bunu gerçekleştirememektedir. Türkiye ise tarımsal kalkınmayıgerçekleştirebilmek için iktisadi ve mali olarak birçok tedbir almıştır.Bununla birlikte Türkiye tarımsal kalkınmayı gerçekleştirememiştir. Dolayısıylatarımsal kalkınma için olağanüstü bir yöntem gerekmektedir. Bu çalışmada daiktisadi ve mali araçlardan farklı olarak hukuki bir yol olan rekizisyonuygulaması, tarım ile ilgili sorunların çözümüne yönelik ve olağanüstü biryöntem olarak ortaya konulmuştur.

Themain point of reaching to information society is to realize the agriculturaldevelopment. Main reason of this is that to reach the industry society ispossible to provide agricultural development. The countries which includeindustry society can reach the information society easier. In other words, thecountries which do not realize agricultural development cannot reach theinformation society even if they carry out the necessities of industry society.Turkey took lots of precautions as economic and fiscal to realize agriculturaldevelopment. However, Turkey could not realize the agricultural development.Hence, an extraordinary method is necessary for agricultural development. Inthis study, requisition application with the difference of economic and fiscaltool as a legal way is revealed as a solution devoted to the problems relatedto agriculture and as an extraordinary method.
