Sınav Deneyimleri Işığında KOBİ Danışmanlığı Yeterliliğinin Kritiği

Abstract

KOBİ'ler ekonomik ve iktisadi hayatın gerek yarattıkları katma değer gerekse istihdam ettikleri insanların çokluğu nedeni ile ülke ekonomileri için kritik bir öneme sahiptir. Bu derece değerli ve önemli olan kurumların sağlıklı temeller üzerinde büyüyüp gelişebilmeleri amatörlükten uzak profesyonelce bir yaklaşımla yönetilmeleri ile mümkün olabilir. Bu anlayışın hayat bulmasının somut bir karşılığı olarak KOBİ danışmanları, küçük ve orta ölçekli işletmelerin varlıklarını korumaları ve geliştirmeleri için biz çözüm olabilir.2016 yılında KOSGEB 'in desteği ile Mesleki Yeterlilik Kurumu tarafından yeterlilik hazırlanmış ve Resmi gazetede yayınlanmıştır. Temel amaç KOBİ'lere genel işletmecilik, insan kaynakları, finans, üretim, satış ve pazarlama gibi temel işletmecilik alanlarında profesyonel destek verecek olan kişilerin bilimsel kriterlere göre belirlenmesidir.Belgeli danışmanların istihdam edilmeleri durumunda, işletmenin katlandığı maliyetler KOSGEB tarafından ayrıca karşılanabilmektedir. Bu yönüyle belgeli personelin çalıştırılması teşvik edilmektedir.Ama geçen periyotta ihtiyaca cevap verecek miktarda KOBİ danışmanı yetiştirilememiştir. 8 teorik, 5 uygulama sınavı üzerine kurulu olan yeterliliğin şu ana değin yapılan sınavlarında, sınava giren yüzlerce aday arasında başarılı olanların sayısı bir elin parmaklarını geçmemektedir. Sebepleri genel olarak incelendiğinde en büyük problemin ölçme ve değerlendirme aracı olarak kullanılan yeterliliğin içerik ve şartlar bağlamında çok ağır olduğu söylenebilir

The main objective is to determine the persons who will give professional support to SMEs in basic business areas such as general business, human resources, finance, production, sales and marketing according to scientific criteria. In the event that certified consultants are employed, the costs incurred by the operator can be covered separately by KOSGEB. In this way, the employment of certified personnel is encouraged. But in the last period, the SME consultant was not trained in the amount that would answer the need. The number of successful candidates among the hundreds of candidates who have gone through the examination is not a finger of a hand, When the reasons are examined in general, it can be said that the adequacy of the biggest problem as a measurement and evaluation tool is very heavy in terms of content and conditions
