How fiscal space can be createdfor education which is called human capital? Where should find the necessaryresources to educate? Like these questions has been answered. Many studies havebeen made on the fiscal space but, lack of research on the creation of fiscalspace for spending on education is of the importance of working on this issue.This paper, aims to find out how to create a new fiscal space the share of thebudget balance without disturbing the allocations for education services inTurkey.
