Okul Öncesi Eğitimde Temel Sorunlar ve Çözüm Önerileri

Abstract

Bu araştırmanın amacı, yönetici ve öğretmen görüşlerine göre okul öncesi eğitimde karşılaşılan temel sorunları belirlemek ve bu sorunlara yönelik çözüm önerileri geliştirmektir. Araştırmanın çalışma grubunu, 2018-2019 eğitim-öğretim yılında Edirne ili Merkez ilçesine bağlı resmi bağımsız anaokulları ve bünyesinde anasınıfı bulunan okullarda görevli 19 okul yöneticisi ve 24 okul öncesi öğretmeni oluşturmaktadır. Araştırma nitel araştırma deseninde tasarlanmıştır ve kolay ulaşılabilir durum örneklemesi kullanılmıştır. Araştırmanın verileri, yarı yapılandırılmış görüşme formu yardımıyla ve yüz yüze görüşmelerle elde edilmiştir. Araştırma sonucu elde edilen veriler tema ve alt temalara ayrılarak nitel araştırma yöntemlerinden içerik analizi yöntemi kullanılarak analiz edilmiş ve yorumlanmıştır. Araştırma sonucunda, yöneticilerin büyük çoğunluğu, okul öncesi eğitim programı hakkında bilgi sahibi olmadığını belirtmiştir. Ayrıca, yönetici ve öğretmenlere göre, okul öncesi eğitim programlarının uygulanmasında çeşitli nedenlerden dolayı sorunlar yaşanmaktadır. Okul öncesi eğitim politikaları kapsamında, öğrencilerin devam zorunluluğunu gerektiren yaptırımların uygulanmaması ve velilerden katkı payı alınması sorun olarak görülmektedir. Katılımcılara göre, öğrenci aidatlarının düzenli ödenmemesi ve okulların bütçe yetersizliği ekonomik sorunlar arasında görülmektedir. Katılımcıların büyük çoğunluğu, ailelerin okul öncesi eğitime yeterli desteği ve ilgiyi göstermemesi nedeniyle, eğitim sürecinde sorunlar yaşandığını belirtmektedir. Yönetici ve öğretmenlere göre, rehberlik ve denetim sisteminde yetersizlikler olup, öğretmenlere gerekli rehberlik yapılamamaktadır. Yönetici ve öğretmen görüşlerine göre, öğretmenlerin teneffüs sürelerinin olmaması, ikili eğitim uygulaması ve mevzuat yetersizliği okul öncesi eğitimdeki sorunlar arasındadır. Katılımcıların büyük çoğunluğu okullarda yeterli nitelikte ve sayıda personel istihdam edilmediğini belirtmektedir. Katılımcılara göre okullarda iç mekân ve dış mekân yetersizlikleri nedeniyle sorunlar yaşanmaktadır. Yönetici ve öğretmenler, okul öncesi eğitimde karşılaşılan sorunların çözümüne yönelik olarak, okul öncesi eğitimin tüm giderlerinin devlet tarafından karşılanması, ailelerin bilinçlendirilmesi ve okul öncesi eğitimin zorunlu eğitim kapsamına alınması gerektiğine yönelik önerilerde bulunmuşlardır. The purpose of this research , according to administrator and teacher reviews , identify the fundamental problems encountered in preschool education and to develop solutions for these problems.The research study groups are official independent kindergartens in the Central district of Edirne Province in 2018-2019 academic year , 19 school managers and 24 pre-school teachers in schools with kindergarten. The research is designed in a qualitative research pattern and easy-toreach status sampling is used. The data of the study was obtained through a semistructured interview form and face-to-face interviews. The data obtained from the research were analyzed and interpreted using the content analysis method from qualitative research methods, separated into themes and sub-themes. As a result of the research, the majority of executives have stated that they are not familiar with the pre-school education program. In addition, according to the managers and teachers, there are problems in the implementation of pre-school education programs for various reasons. In the context of pre-school education policies, the absence of sanctions requiring students to continue and obtaining contributions from parents is seen as the problem of according to the participants, the regular payment of student dues and the lack of budget of the schools are among the economic problems. The majority of respondents indicate problems in the education process due to the lack of adequate support and attention for the preschool education of the families. According to the managers and teachers, there are insufficient guidance and supervision system, teachers cannot be guided. According to administrator and teacher opinion, teachers lack of inhalation periods, bilateral education practice and lack of legislation are among the problems in preschool education. The majority of respondents indicate that there are insufficient personnel employed in schools. According to the participants, there are problems in schools due to indoor and outdoor deficiencies. Managers and teachers, in order to solve the problems encountered in pre-school education, all expenses of pre-school education are met by the state, the awareness of the families and the compulsory education of preschool education in the scope of in the future.
