İnşaat Sektöründe İş Sağlığı ve Güvenliği Uygulamaları: Kırklareli ilinde Bir Alan Araştırması

Abstract

Bu çalışmada, inşaat sektöründe iş sağlığı ve güvenliği uygulamaları Kırklareli ili örneğinde incelenmiştir. İş kazalarının önlenmesi dünyada ve Türkiye'de ele alınarak çözüm üretilmesi gereken bir konudur. Özellikle inşaat sektöründe iş kazalarına oldukça sık rastlanmaktadır. Türkiye'de de inşaat sektörünün istihdamda önemli bir paya sahip olması, sektörü her dönemde ekonomi için önemli hale getirmiştir. Dolayısıyla, çoğunlukla vasıfsız emeğin istihdam edildiği bu sektörde yaşanan iş kazaları, sektörde uygulanan iş sağlığı ve güvenliği politikalarını sürekli tartışma konusu haline getirmektedir. Kırklareli ilinde inşaat sektöründe iş sağlığı ve güvenliği uygulamalarını inceleyen bu çalışmada, nitel araştırma yöntemlerinden derinlemesine görüşme tekniği kullanılmıştır. Araştırmada, 12 işveren ve 12 çalışan ile iş sağlığı ve güvenliği hakkında bire bir görüşme yapılarak görüşleri incelenmeye çalışılmıştır. 6331 sayılı İş Sağlığı ve Güvenliği Kanunu'nun Kırklareli ilinde uygulanabilirliği ve çalışanların tam zamanlı iş güvenliği uzmanları ve iş hekimleri hakkındaki düşüncelerine yer verilmiştir. Katılımcıların 6331 sayılı Kanun hakkında yeterli seviyede bilgileri olduğu halde İSG kültürünü hayatlarına yansıtamadıkları tespit edilmiştir. Aynı zamanda kanunun inşaat sektöründe uygulanabilmesinde eksik hususların bulunduğu söylenebilir. Bu çalışma işvereninin yükümlülüklerinin çalışanlara kişisel koruyucu donanım sağlamaktan çok daha fazla olduğuna vurgu yapmaktadır.

In this study, occupational health and safety practices in the construction sector were examined in the example of Kırklareli province. Prevention of occupational accidents is an issue that needs to be addressed in the world and in Turkey and a solution should be produced. Occupational accidents are quite common, especially in the construction industry. The fact that the construction sector has a significant share in employment in Turkey has made the sector important for the economy in every period. Therefore, occupational accidents in this sector, where mostly unskilled labor is employed, make the occupational health and safety policies applied in the sector a constant subject of discussion. In this study, which examines the occupational health and safety practices in the construction sector in Kırklareli, in-depth interview technique, one of the qualitative research methods, was used. In the research, one-on-one interviews were made with 12 employers and 12 employees about occupational health and safety and their views were tried to be examined. The applicability of the Occupational Health and Safety Law No. 6331 in Kırklareli and the opinions of the employees about full-time occupational safety experts and occupational physicians are included. It has been determined that although the participants have sufficient knowledge about the Law No. 6331, they cannot reflect the OHS culture in their lives. At the same time, it can be said that there are deficiencies in the application of the law in the construction sector. This study emphasizes that the employer's obligations are much more than providing personal protective equipment to the employees.
